It is the mission of the Foundation to provide funding to support charitable causes within the Bank’s market areas and its neighboring communities.

Convening Partner: Windham Regional Community Council, Inc.
Windham Regional Community Council, Inc., (WRCC) is committed to improving the health and social well being of
the residents living in Windham and Tolland County.
WRCC is the convening partner and maintains a leadership role in the Windham Region Ten Year Plan to End Homelessness.
Access Community Action Agency
The mission of the Access Agency is to create opportunities that empower people and communities to achieve and sustain economic stability.
Center for Community Engagement at Eastern
The Center for Community Engagement (CCE) supports the mission and vision of Eastern Connecticut State University by providing resources to build a culture of civic responsibility and engaged learning. The CCE creates sustainable, effective and productive relationships with community partners that benefit students, faculty and the community.
Mansfield Housing Authority
The mission of the Mansfield Housing Authority is to assist low and moderate income families with safe, decent and affordable housing opportunities as they strive to achieve self-sufficiency and improve the quality of their lives.
Town of Windham
The town of Windham is represented in the Ten Year Plan by the Town Planner. The mission and purpose of the Town Planner is to provide coordination of the services for the various Town Departments where the physical development of the Town is concerned. In fulfilling this function, the Planner provides staff support to the Planning Commission, Zoning Commission, Zoning Board of Appeals and occasionally assists the Conservation Commission.
United Services, Inc.
United Services is an award-winning, private, nonprofit behavioral health center, creating healthy communities throughout Northeastern Connecticut since 1964. They are the major provider of mental and behavioral health treatment, prevention and education programs in the areas we serve, and also provide critical social services to those in our care.
Willimantic Housing Authority
The Willimantic Housing Authority Administers Section 8 and Public Housing programs. To find out of the waiting list is open or when it may open, please contact the housing authority directly.
Windham Region No Freeze Hospitality Shelter
The Windham Region No Freeze Project, Inc. is a not-for-profit agency dedicated to the survival of homeless adults who are in the Windham Region. We provide safe temporary shelter; we strive to address unmet needs including food, clothing, hygiene, case management, emergency and transport funding; we facilitate regional community and social service agency collaboration to these ends.

A coalition of community members who also represent nonprofits, government, faith groups, and businesses.
How We Operate
The Windham Ten Year Plan to End Homelessness was created in 2007. Our Steering Committee oversees the execution of the plan, guided by a council of community leaders, and operating through several working committees.
Convening Partner
The Windham Regional Community Council (WRCC) has served as a convening partner since the inception of the Ten Year Plan.
